Foundation Red Flags

A Miami condo collapse in June raised questions about the stability of home and condo foundations. Advise clients to heed these warnings.

When the 13-story Champlain Towers South building collapsed in the town of Surfside, Fla., earlier this year, municipalities in the area speeded up planned inspections, and owners of other coastal condominiums worried about whether their buildings were secure. But concerns didn’t stop there.

The tragic collapse and deaths brought questions from multifamily and even some single-family homeowners and buyers around the country. Delayed maintenance is speculated to have been the cause of the tragedy outside of Miami—a swimming pool leaked into a parking garage, which caused rebar to rust and concrete to crumble. However, people have questioned other culprits: Was it the waterfront setting, type of soil, salty air, increasing storm surges, construction method, materials, or structure’s age? Could location and climate present other problems?

“Water is by far the biggest menace, even for those who don’t live near [a body of] water,” says Steven Barckley, a water drainage expert with Exceptional Stone Products in Livingston, N.J. His strategy is to divert water from an exterior foundation, helping to keep it out of the interior.

However, major structural settlement can occur for other reasons, such as highly compressible soils, says Bill Coulbourne, whose eponymous company is based in Annapolis, Md. “The soil will settle differentially and may cause cracks in the foundation,” he says.

Besides the risk of injury, a damaged foundation can be an expensive fix. Before the collapse, Champlain’s owners faced costs totaling $15 million. An important lesson to share with clients is not to delay repairs. “Age is far less relevant than deferred maintenance,” says South Orange, N.J.–based home inspector Tom Dabb of Immaculate Home Inspections.

Understanding construction methods and materials is also critical. “Concrete is a porous material. Water, humidity, and salt in air affect it. If not maintained, it can cause a problem with a structural system,” says New York–based architect Victor Body-Lawson of Body Lawson Associates.

Bringing in an Expert

As a real estate professional, when you’re working with concerned owners or buyers, a smart first step is to recommend they hire a licensed home inspector. Ron Oster, with Coldwell Banker West in San Diego, says his company insists on this step for buyer clients. “If buyers tell me they do not want an inspection, I have to have them sign a waiver since we highly advise them to get an inspection,” he says.

Experienced home inspectors will examine the outside and interior of a house or condo and, ideally, look at a condo building’s basement, since it can provide structural clues, says Cary Jozefiak, with HomeTeam Inspection Service of Chicago.

Real estate pros should encourage buyers to accompany an inspector as they look for potential problems. An expert eye can differentiate between a slight shift or settlement versus a severe pitch that causes greater concern, says Jason Chang with Jersey Inspections in Verona, N.J. The inspector’s job is to suggest which clues warrant a specialist, such as a structural engineer to investigate cracks or an arborist to see if a tree’s root system affects drainage. “The key,” says Madison, Conn.–based architect Duo Dickinson, “is to catch signs before structural inadequacies lead to potential disaster.”

Buyers are wise to choose experts who know local building codes and an area’s challenges, such as salt that corrodes, earthquake tremors that may liquify soil and loosen a foundation, or melting snow that may leak into a basement through foundation cracks. Topography presents challenges, too. “Homes on the side of a mountain are more susceptible to water damage because the water’s force is greater. Drainage is key,” Barckley says.

Often, a building’s infrastructure may be buried under another material, such as wood or concrete. Inspections are more difficult when surfaces have been covered for decorative purposes or repairs, says Jesse Keenan, associate professor of real estate at Tulane University. Outside, mulch may cover plants to control weeds and add curb appeal but might conceal a foundation, Jozefiak says.

You Don’t Need to Be a Foundation Pro to Become a Foundation Sleuth

Real estate pros, real estate attorneys, and condo buyers can request condo association board meeting minutes to learn what repairs are needed or if work has been done, says Mike Clarkson, president of Hilb Group of Florida, a national insurance brokerage firm that represents condo associations. Keenan suggests that buyers inquire about building reserves to learn if additional assessments may be levied. It also doesn’t hurt to ask for the reserves study, which is the building’s long-term capital budget planning, as well as future capital improvements that are slated and any insurance claims. The bottom line is to get as much information as possible in writing.

Clients purchasing a single-family home can ask to see sellers’ insurance claims and a list of repairs they have made. Buyers can also search for permits at the city’s building department to see whether work has been done, who did it, and whether the permit was closed, says Dickinson. And buyers can drive by the property on a rainy day to see how the site handles water, Keenan adds.

While there is no guarantee against foundation challenges, the good news is that almost all issues are repairable—and prevention works. “If your house is built atop a crawl space, you keep the area dry underneath, for example. Or you seal cracks in your slab to keep it from settling,” says practitioner Barb St. Amant of Atlanta Fine Homes, Sotheby’s International Realty in Atlanta. “You can’t maintain a great house on a weak foundation. Maintenance is key.”

Warning Signs

When it comes to drainage around foundations, water-drainage expert Steven Barckley suggests watching for these clues.

  • Rotted or recently replaced wood on the base of exterior wooden door frames and windows
  • Horizontal or diagonal cracks in a foundation or wall
  • Sloping upper-level floors that aren’t part of normal settlement
  • Soil erosion
  • Wet or moist basement
  • Efflorescence left on masonry surfaces, mainly on basement walls near foundation windows and corners where downspouts are located, usually identifiable by white minerals or stains
  • Absence of gutters or downspouts
  • Clogged gutters and downspouts
  • Inadequately sized gutters and downspouts
  • Downspouts dumping water too close to a foundation
  • Overgrowth of vegetation close to a house, especially large trees
  • A sloping site where water is not diverted from the foundation
  • Patios or walkways pitched toward a home or toward its ground- level doors
  • The presence of mold or mildew, especially on lower levels
  • A smell of moisture or moldy conditions
  • Cracks in a multifamily building’s lower levels, possibly accompanied by excessive moisture or water

20 Strongest Markets for Home Buyers, Investors

Keep your eye on Elkhart-Goshen, Ind.—it may be the best market in the U.S. for homeowners and investors, according to the latest Wall Street Journal/realtor.com® Emerging Housing Markets Index.

The index, which covers 300 of the largest metro areas in the U.S., weighs several housing variables, including the state of the housing market, economic vitality, quality of life, and more to predict the areas most likely to see home price growth over the coming months.

“Like last quarter, our top 20 emerging housing markets index is dominated by smaller markets, but more larger markets topped this list this quarter,” says Danielle Hale, realtor.com®’s chief economist. The growth in the median asking prices in these areas was more than double the average rate of growth in all 300 markets, Hale says. “Notably, last quarter’s top markets were generally more affordable, but in this quarter’s data, they’re more expensive, on average, with a median price of $392,800 compared with just $359,100.” Population and jobs are growing in these emerging markets, she adds.

The top 20 emerging housing markets, according to the fall 2021 rankings in the index are:

Computer Supply Woes Trouble Workplace Returns

Companies are eager to bring their employees back to the office, but a delay in office equipment could postpone those returns even more. Delays for commercial desktop computers and other equipment are reportedly surging.

“We are looking at up to 120 days’ wait for some large enterprises if they have specific components required, and right now they are planning to receive devices in January and February,” Mikako Kitagawa, a research director at Gartner Inc., told The Wall Street Journal. “Generally large corporations are desperate to find devices.”

Despite the high demand, shipments of personal computers in the U.S. dropped 8.8% in reviewing preliminary third-quarter data compared to the same period in 2020, according to Gartner. Tech giants like HP Inc. report a growing backlog of unfilled orders.

Semiconductors, plastic, resin, copper, and steel are in short supply. Desktops, laptops, keyboards, and monitors are all being affected. Manufacturers expect the supply of semiconductor chips to remain constrained through at least mid-2022.

Factory closures in Southeast Asia, power-supply issues in China, and slower production are also limiting shipments.

Commercial Real Estate Sales Surge to New Heights

The COVID-19 pandemic has hit many sectors of commercial real estate hard. But the sector is bouncing back. Investors purchased a record amount of commercial real estate in the third quarter, The Wall Street Journal reports.

But office buildings and shopping malls aren’t behind the boom, as they typically are. Instead, some of the biggest drivers in the commercial sector have been apartment buildings, life-science labs, and industrial properties that service e-commerce distribution centers.

Commercial sales have soared to more than $193 billion in the third quarter, up by 19% compared to 2019 numbers. That also marks the largest quarter for commercial property sales on record, Real Capital Analytics reports.

“Coming out of COVID, we’re actually seeing an acceleration of fundamentals across a handful of sectors and that’s really driving investor attention,” Nadeem Meghji, the head of real estate Americas for Blackstone Inc., told The Wall Street Journal. Blackstone has been the largest buyer of U.S. commercial property this year.

Declines during the initial days of the pandemic, particularly of sales of office buildings and shopping centers, have been offset by the first nine months of this year by the large number of sales in other commercial sectors like life science labs, industrial properties, and apartment buildings, according to Real Capital Analytics. Foreign investors are making more purchases, too.

Many of the commercial sales over the past year were single properties and not by large investors snapping up multiple properties, as has typically been the case in years past, Real Capital Analytics says.

An index for Green Street, a real estate data and analytics firm, tracks real estate investment trusts. Its index has jumped nearly 22% from its pandemic low reached during the summer of 2020. The index is also 8% higher than it was prior to the pandemic.

Labor Shortage Hampers Home Building

A shortage of skilled construction workers is a major culprit behind weakened housing supply and housing affordability in the new-home market, according to a new report by the Home Builders Institute.

“The construction worker shortage has reached crisis level. The construction industry needs more than 61,000 new hires each month if we are to keep up with both industry growth and the loss of workers either through retirement or simply leaving the sector for good,” says Ed Brady, HBI president and CEO. “From 2022 through 2024, this total represents a need for an additional 2.2 million new hires for construction. That’s a staggering number.”

Home sales are outpacing home construction. That has resulted in a backlog of new homes to build as well as supply chain bottlenecks, the report notes.

Since the beginning of 2012, about 10 million new homes for ownership and rent have been built. However, more than 12 million new households have been formed since that time, according to the report.

“The U.S. is experiencing a historically low supply of homes for sale, especially at the lower price points that newly formed households tend to need,” Brady says. “For residential construction to expand and housing affordability to increase, more skilled building trade workers must be recruited and trained for the home building sector.”

The report calls for greater attention to construction job opportunities and an increase to workers’ pay while balancing the need to keep homeownership affordable. Half of payroll workers in construction earn more than $50,460 annually. The top 25% earn at least $71,000. The report also called for an increase in trade skills education for veterans and transitioning military.

More Offices Lease ‘Trophy Spaces’

More businesses are hoping upscale workspaces will lure workers back to the office, hunting for new spaces or looking to upgrade existing ones with amenities and perks such as custom-built lounges, game rooms with ping-pong tables and foosball, outdoor space that includes dining areas with fire pits, upgraded ventilation and sanitation systems, and apps that allow workers to contact building security or order food instantly.

“It’s all about how do we as landlords create an environment that gives their tenants and their employees no excuses not to show up,” Jeff Eckert, the head of JLL’s U.S. office landlord representation business, told The Wall Street Journal.

Amenity-rich headquarters and office spaces are driving a rebound in the sector. Leasings had plummeted early during the pandemic as remote work took root. The office vacancy rate is still at 16.8%, the highest since 2010, according to CBRE.

Now, as companies set up for a return, they are realizing they may need to entice employees to come back to the office.

“The top of the top has just gone crazy,” adds Mary Ann Tighe, chief executive for the New York region of the CBRE Group Inc., a real estate firm.

At 730 Third Ave. in New York, the owners, Nuveen Real Estate, are upgrading the space to woo workers back. The building includes outdoor terraces, a food hall, and a fitness center—and two beehives on a seventh-floor terrace for bees to produce honey for workers to take home for free. A lounge area also offers two full-swing simulators to hit a real golf ball to play virtual golf. They’re also hosting karaoke nights and wine tastings and offering electric scooters.

“It’s about making tenants comfortable,” Brian Wallick, director of New York investments, office and life science for Nuveen, told the Commercial Observer. “Certainly with what’s gone on in the last one to two years, you need to have amenities in your building that excite people who are coming back to the office.”

The law firm Venable LLP recently signed a New York City lease for five floors to upgrade its space to win back its employees. Its new space in New York will include a private balcony with a view of the Empire State Building and a cafeteria with a menu overseen by star chef Charlie Palmer.
