Home buyers need to be extra vigilant about inspections in the early stages of a purchase because if problems are discovered too late in the process, it can “dash home owners’ dreams and budgets,” writes Yahoo! Finance in a recent article.

One home buyer in Long Island, N.Y., explains in the story that she didn’t discover the fixer-upper she bought needed $225,000 in repairs until after she purchased it.

Jonathan and Drew Scott, who educate viewers about transforming fixer-uppers on HGTV’s “Property Brothers,” offers up a checklist of five things buyers should look for to ensure they don’t buy a lemon.

  • Mold: Buyers should note any musty smells in the home and be on the lookout for any mold. Mold can be caused by improper air circulation as well as water leaks.
  • Pests: Termite damage can be widespread and costly to repair.
  • Outdated fixtures and wiring: Electrical problems in a home can cause fire hazards. Buyers should take note of any indication of faulty wiring, such as cable coming out of drywall.
  • Poor DIY jobs: Buyers should make sure that the previous home owner’s do-it-yourself projects were done correctly and are up to code. For example, poorly done flooring and painted-over wallpaper can be time-consuming and costly to fix.
  • Drainage problems: Sloping sod can cause flooding problems in a backyard, and a slow-draining sink could be an indication of a bigger problem. Buyers should test sinks and flush toilets to test for any potential problems.

Though median household income has been rising for the last two years, it’s still 4.4 percent below where it was in June 2009 when the recession officially ended, according to a new study by two former Census Bureau officials. Annual median household income rose to $52,100 in June, up from $50,700 in August 2011. But that’s $2,400 below June 2009 numbers.

What’s more, median household income stands 6.1 percent below its level when the recession began in December 2007, according to the study.

Some of the largest declines in household income occurred among African-Americans, those who did not attend college, and households headed by people under the age of 25, the study notes. Regionally, the South suffered some of the worst of the brunt, with median household income falling 6.2 percent — to $47,900 — from June 2009 to June of this year.

“Groups with low incomes tended to have steeper declines in income,” says Gordon W. Green Jr., an author of the report from Sentier Research.

Households headed by non-college educated people saw their post-recession income fall to $39,300 in June of this year — a decline of 9.3 percent, according to the report. For households headed by people with a bachelor’s degree or higher, post-recession income declined to $84,700, or by 6.5 percent.

The only group that saw a significant increase in post-recession income were households headed by people ages 65 to 74. These households saw median incomes rise by 5.1 percent to $43,000, despite the fact that many were retired.

Meanwhile, post-recession incomes for households headed by people under the age of 25 dropped 9.6 percent to $31,300.

The study adjusted for changes in cost of living over time.

A western Pennsylvania widow has won a chance to argue that she should not lose her $280,000 home over $6.30 in unpaid interest on taxes.

AP reported that the state’s Commonwealth Court ruled it was a mistake for a Beaver County judge to rule against the woman, Eileen Battisti, without holding an evidentiary hearing first.

Judge Mary Hannah Leavitt said that under the state’s Supreme Court precedents, “due process under both the United States and Pennsylvania Constitutions must be satisfied whenever the government subjects a citizen’s property to forfeiture for nonpayment of taxes.”

Battisti and her husband bought the property outside Pittsburgh in 1999. AP reports that she paid off the property after he died in 2004 with proceeds from his life insurance policy. After some personal setbacks, she had difficulty taking over all of the financial matters and fell behind on various tax bills. She believed she had paid them all off even though some were late. The $6.30 penalty was added to her tax bill in 2009 and grew with interests and costs to $235 by late 2011. Battisti still lives in the property, according to AP, even though it was sold nearly two years ago at auction for $116,000.

In her decision, Leavitt wrote that the auction was “particularly inappropriate because the outstanding liability was small and the value of the home was far greater than the amount paid by [the] purchaser.”

The number of sinkholes is growing, putting more homes at risk. The problem is most evident in Florida, where some experts say it even has the potential to threaten the housing recovery.

Sinkhole activity first began being recorded in 1960, and one-third of the sinkhole activity recorded since that time has occurred in the last 13 years. What’s more, half of that sinkhole activity happened in the last three years alone.

What’s behind the rise? Some geological experts are blaming the increase on developers who pump more water out of the ground for new projects or for agricultural use, CNBC reports. Heavy rains on the top soil can compound the problem.

“As builders are forced to go farther and farther out of cities in search of developable land, compromises such as building on less than ideal sites have to be made to deliver competitively priced properties,” Peter Zalewski, an expert in Florida real estate development, told CNBC. “We think this factor is only going to contribute to the sinkhole problem in the future on the Florida peninsula. At the end of the day, technology can only serve as a stopgap against Mother Nature.”

Currently, sinkhole disasters are impossible to predict. Some areas in Florida are being as identified as more at risk than others. For example, the Tampa Bay area has been nicknamed “Sinkhole Alley.”

Insurance claims for sinkhole damage have grown significantly in the past few years. Claims in Florida have risen from 2,360 in 2006 to 3,135 in 2010, according to the Office of Insurance Regulation. Sinkhole insurance can cost around $200 to $2,000, depending on the home’s location.

The higher a home is priced at the outset, the more likely it is that it will get a higher offer from a buyer, according to a new study by researchers Grace Bucchianeri and Julia Minson. The study appeared in the May issue of the Journal of Economic Behavior & Organization. The researchers factored in geographical location and timing of sales in evaluating the pricing strategy of 14,000 real estate transactions.

“A home that is listed 10 to 20 percent higher than other homes in the neighborhood will command an additional increase of 0.05 percent to 0.07 percent in the sale price for each 10 percent increase in the expected price,” the study notes.

A popular pricing strategy popular among some real estate professionals is to underprice a home in order to ignite a bidding war. However, the researchers say that this isn’t effective because there are seldom enough buyers in a market to create a “herding effect” to increase prices. They found that under-pricing a home could actually lead to a lower sales price.

“Pricing a home 10 percent to 20 percent lower than comparable homes led to a 0.05 percent to 0.08 percent decrease in the expected price,” the study notes.

The researchers suggest that first impressions on price have a strong influence on buyers. A buyer may consider a range of prices when house hunting, but they always refer back to the original list price when making a decision.

Critics point out that the study’s findings aren’t completely conclusive in determining the best pricing strategy. The researchers evaluated transactions that had an average sales price of $234,000. Given the price variations found in the study, the amounts in final sales prices only ranged from $117 to $187, critics say.

Many U.S. housing markets are recovering from the worst of the foreclosure crisis, but others are getting slammed.

Maryland, Oregon, and New Jersey had relatively stable housing markets even during the housing slump. But new foreclosure filings in those states climbed by double- and triple-digit percentages in July, according to RealtyTrac. New foreclosure filings in Maryland rose 275 percent compared to a year earlier.

“Foreclosures are continuing to boil over in a select group of markets where state legislation and court rulings put a lid on foreclosure activity during the worst of the housing crisis,” explained RealtyTrac’s Daren Blomquist.

In the D.C. metro area, foreclosure filings in the Virginia suburbs are down significantly year over year; but in nearby Maryland, the rate of new foreclosures is rising. Blomquist pointed out that, early in the housing crisis, Virginia’s government did not try to stop many defaulting loans from working their way through the foreclosure process, allowing the market to experience a painful hit but also to rebound more quickly. In Maryland, by contrast, the state launched an aggressive effort to save many homes but postponed a lot of inevitable foreclosures.

“That tells me that the difference has not much to do with underlying fundamentals of the housing market but the way the crisis was handled,” Blomquist concluded.
