Sales of new single-family homes dropped 2.1 percent in November, according to the Commerce Department’s latest new-home sales report, which was released Tuesday. New-home sales reached a seasonally adjusted annual rate of 464,000 units for the month.

Still, that’s up 16.6 percent from November 2012, and last month’s numbers were close to October’s revised sales pace of 474,000 units — the highest level for home sales since July 2008.

“The very low supply of new homes on the market and tight credit conditions for home buyers shows that builders are still cautious about getting ahead of themselves,” says Rick Judson, chairman of the National Association of Home Builders.

Regionally, new-home sales were up in the West by 31.1 percent and the Northeast by 15.2 percent in November. However, new-home sales dropped by 26.6 percent in the Midwest and posted a 9.1 percent decline in the South.

The report followed a Commerce Department report last week showing that new-home construction hit its fastest pace in five years. Housing inventories, though, remain tight at a 4.3-month supply, with inventories of new homes hovering at a four-and-a-half-year low.

The housing recovery is expected to remain strong in the new year, driven by economic growth and an improving employment picture, economists say.

In fact, job growth likely will be one key to driving housing growth in the new year. An estimated 2 million or more jobs will be created in 2014, predicts Lawrence Yun, National Association of REALTORS(R)’ chief economist.

As employment picks up, greater demand for housing is expected to occur and a surge in homebuilding activity. Celia Chen, housing economist at Moody’s Analytic, predicts a “homebuilding boom” in 2014 that will spark even more jobs — from construction workers to manufacturers — and bring about greater demand for housing overall.

“The homebuilding boom in 2014 drives our strong economic forecast,” Chen said. “Homebuilding generates a lot of jobs.

The housing recovery is expected to continue on its path in the new year with home prices continuing to rise (although at a slower pace); sales to rise slightly; and the foreclosure crisis expected to finally draw to an end.

“For the general consumer, the market will be good in 2014,” says Lawrence Yun, chief economist at the National Association of REALTORS®. “Home values will continue to rise, but not sharply, but there won’t be a decline.”

Yun notes 2014 will be the second consecutive year of a “very respectable recovery,” marked by a 20 percent cumulative rise in existing-home sales over the past two years and nearly a 20 percent increase in home values.

However, he notes that existing-home sales will likely plateau in 2014. Sales have already been slowing in the latest reports.

Yun says home prices rose 11 percent in 2013, but growth will likely be slower in 2014 at a pace of 5 percent. The reason for the slowing pace of home prices, he says, is mostly being driven by “less affordable conditions from higher prices and higher mortgage rates.” Thirty-year fixed-rate mortgages are expected to rise above 5 percent in the second half of 2014 (up from a current average of 4.47 percent this week).

“While rates will be higher than what they were, they won’t be at a level that will discourage home purchases,” says Jay Brinkmann, chief economist at the Mortgage Bankers Association. MBA is predicting interest rates to also average about 5 percent in 2014.

Meanwhile, the distressed housing crisis is expected to fade away in 2014. Daren Blomquist, vice president at RealtyTrac, says that 2014 will likely be the year “we transition back to normal.” About 85,000 foreclosure filings a month nationwide are expected by the first quarter of 2015.

“The market has worked through most of the bad loans that triggered the crisis to begin with,” Blomquist says. Still, some loans need to be “cleaned up.”

The Consumer Financial Protection Bureau is launching an education campaign to help make home buyers and home owners more aware of new mortgage regulations coming in January.

The materials are available at CFPB’s website.

The information includes fact sheets and tip sheets, such as on what a Qualified Mortgage is, why it was developed, and the characteristics of one. The Qualified Mortgage regulation goes into effect Jan. 10, 2014.

CFPB resources also explain how to gather information about an existing loan and where to get help when needed.

“Taking on a mortgage may be the largest financial obligation of a consumer’s lifetime,” says CFPB Director Richard Cordray. “We want to make sure that potential home buyers have the information they need to make responsible decisions and that current borrowers know about their new protections.”

CFPB’s website includes fact sheets on consumer protections to borrowers under new servicing rules, and how to file a complaint with the agency if any violations are suspected by lenders. CFPB also provides a fact sheet of recommendations for home owners facing foreclosure.

CFPB’s education campaign includes tip sheets for home buyers who are looking for mortgage, such as new rights for home buyers at every stage of the mortgage process, from taking out a loan to paying it off.

Investments in single-family homes for rental properties will remain an attractive venture in many markets in the new year, says Ingo Winzer, president of Local Market Monitor. Winzer notes that Texas and Oklahoma offer some of the best bets “with their low unemployment rates and ability to profit for years from new shale oil and gas development.”

Local Market Monitor and HomeVestors, an investment company that brands itself “We buy ugly houses,” named the following top 10 housing markets for investing in single-family homes for 2014. All of these markets have posted strong appreciation in the past year but are still underpriced by up to 28 percent.

“We think the markets hold considerable opportunities for investors as long as they do not over pay for properties,” says David Hicks, HomeVestors co-president. “Only seven of the top 100 markets continue to be ranked as ‘speculative.'”

On the other hand, the 10 “riskiest” markets named were:

  • Gary, Ind.
  • Providence
  • Buffalo, N.Y.
  • Toledo, Ohio
  • Cleveland

“These markets continue to have weak population and job growth that makes them more risky investments,” Hicks says.

Foreclosures are falling, but they still remain a problem in some pockets across the country. Foreclosure activity in November was found to be the highest in the following states, according to RealtyTrac:

  • Florida: 1 in every 392 housing units received a foreclosure filing in November (down 23% from a year ago)
  • Delaware: 1 in every 480 housing units (up 141% from a year ago)
  • Maryland: 1 in every 618 housing units (up 42% from a year ago)
  • South Carolina: 1 in every 660 housing units
  • Illinois: 1 in every 700 housing units
  • Ohio: 1 in every 757 housing units
  • Connecticut: 1 in every 768 housing units
  • Nevada: 1 in every 859 housing units
  • Iowa: 1 in every 869 housing units
  • Utah: 1 in every 889 housing units

By metro areas, Florida had eight of the top 10 foreclosure rates in November. Jacksonville, Fla., posted the nation’s highest foreclosure rate for a metro: 1 in every 288 housing units, which is more than four times the national average. Other Florida metros with high foreclosure rates were Miami, Port St. Lucie, and Palm Bay-Melbourne-Titusville.

The number of underwater homes continues to slip, with 791,000 properties regaining equity during the third quarter, CoreLogic reports.

Currently, about 13 percent of all homes with a mortgage — or 6.4 million — remain in negative equity compared to 14.7 percent — or 7.2 million — at the end of the second quarter.

An estimated 42.6 million homes in the U.S. have positive equity. About 20 percent– or 10 million — of those homes, however, have less than 20 percent of equity or what is considered “under-equitied,” according to CoreLogic.

What’s more, about 1.5 million properties have less than 5 percent and are considered near-negative equity. They are the most at risk if prices happen to fall, CoreLogic reports.

The following states have the highest levels of negative equity and account for 36.4 percent of all the negative equity in the country:

  • Nevada: 32.2% of properties have negative equity
  • Florida: 28.8%
  • Arizona: 22.5%
  • Ohio: 18%
  • Georgia: 17.8%

The majority of the homes that have positive equity are in the high-end housing market. Ninety-two percent of homes valued at more than $200,000 have equity compared to 82 percent of homes values at less than $200,000, CoreLogic found.

“We should see a further rebound in consumer confidence and economic growth in 2014 as more homeowners escape the negative equity trap,” says Anand Nallathambi, president and CEO of CoreLogic. “Home price appreciation has helped more than 3 million property owners regain equity since the first quarter of 2013.”

Home builders are getting more optimistic over the single-family home market, specifically over current sales conditions, sales expectations, and prospective buyer traffic, according to the December reading of the National Association of Home Builders/Wells Fargo Housing Market Index.

“Following a two-month pause in the index, this uptick is due in part to release of the pent-up demand caused by the uncertainty generated by the October government shutdown,” says David Crowe, the NAHB’s chief economist. “We continue to look for a gradual improvement in the housing recovery in the year ahead.”

The overall index rose four points in December to a 58 reading. Any number above 50 indicates that more builders view conditions as good than poor.

“This is definitely an encouraging sign as we move into 2014,” says Chairman Rick Judson, NAHB chairman. “The HMI is up 11 points since December of 2012 and has been above 50 for the past seven months. This indicates that an increasing number of builders have a positive view on where the industry is going.”

The builder sentiment gauge measuring sales conditions increased six points in December to 64, and the gauge measuring future sales ticked up two points to 62. Builder sentiment over prospective buyer traffic increased three points to 44.

The recession set off a new wave of multigenerational households, which began to increase in late 2007. Fewer new households were created as more people doubled up to ride through economic hard times. College grads moved back home, and aging parents moved in with family.

But as the economy has improved, researchers are taking note that many of the households are not breaking up.

“While many families came together because of the economy, they stayed together by choice,” says Donna Butts, the executive director of Generations United, which published a report called “Family Matters: Multigenerational Families in a Volatile Economy.” Of the multigenerational households examined by the study, 66 percent cited economic problems as the cause for originally doubling up.

“People expect stress from this arrangement, but they don’t expect the benefits,” Butts says. “The downside is that our culture is so focused on independence that pushing against the culture is considered shameful. I tell them, wake up and smell the demographics.”

These multigenerational households have been called “shrinking households” or “missing households” by economists. But social scientists say it may be a lasting trend: these living arrangements are common among many ethnic groups, and it was typically how families lived decades ago, The New York Times notes.

Homes are being reconfigured to make room for more people living under one roof. For example, some builders are debuting floor plans that include semi-independent suites with separate entrances, bathrooms, and kitchens to reflect the growth in multigenerational households. More buyers are also saying that they’d pay extra for a home with an in-law suite, according to the 2013 Home Features Survey by the National Association of REALTORS®.
