Bargain-hunting home buyers willing to purchase in an up-and-coming neighborhood can get a good deal and, as Trulia’s Michael Corbett says, “get in on the ground floor of appreciation.”

Here are five signs that a neighborhood is about to take off:

  1. An up-and-coming neighborhood often is characterized by retail or residential construction that is already in progress.
  2. They also often are found where trendy establishments, such as wine bars or farm-to-table restaurants, are opening.
  3. Buyers also should look for neighborhoods adjacent to big cities or those where crime is on the decline.
  4. Public building projects are on the rise.
  5. Renovated homes are going on the market.

Foreclosure timelines continue to rise nationwide, but the number of loans in foreclosure is falling, according to mortgage data company Black Knight Financial Services.

The average days delinquent for loans in foreclosure rose to 943 days in January, up from 920 days in December 2013. However, the number of loans in foreclosure is down to the lowest point since November 2008, Black Knight Financial Services reports. The firm estimates that there are 1.175 million homes nationwide in some stage of foreclosure. That’s down by more than 10 percent since January 2013.

According to Black Knight Financial Services, the five states with the highest rates of non-current loans are Mississippi, New Jersey, Florida, New York, and Louisiana. On the other hand, the states with the lowest percentage of non-current loans are Montana, Colorado, Alaska, and North and South Dakota.

Black Knight’s data is taken from a loan-level database that covers about 70 percent of the mortgage servicing market.

When the Alberta Court of Appeal reopened after a renovation in 2001 to make the building more energy-efficient, it didn’t take long before occupants started noticing problems. Judges, lawyers, and others complained of fatigue, irritated lungs, and watery eyes.

A professor of architecture asked to investigate the problem said that “within a couple of weeks, we shut down the whole courthouse,” says reporter Umair Irfan.

The retrofitting that had so thoroughly sealed the building “helped cut energy costs but also trapped humidity inside that would otherwise have dried out in drafty air. Without adequate vapor barriers and ventilation, a toxic blend of mold grew in the walls,” Irfan explains. Paper court documents now have to be scanned by employees wearing respirators.

While there are standards for HVAC in buildings, “attaching numbers to health is tricky compared to monitoring electricity use or water consumption in a structure. Indoor air quality, for example, changes dramatically from room to room, shifting based on how air circulates and how people use the area,” Irfan notes.

Ultimately, it’s up to architects and builders to ensure the quality of ventilation in buildings, whether new or retrofitted. Using materials that don’t give off fumes or provide a welcome environment to mold and macteria is also important.

With home prices and mortgage rates rising, the overall costs of home ownership have spiked dramatically since 2012.

A new analysis by RealtyTrac finds that the estimated monthly house payment for a median-priced three-bedroom home purchased at the end of 2013 was 21 percent higher than it was at the end of 2012 in more than 300 U.S. counties.

RealtyTrac included the cost of a mortgage, insurance, taxes, maintenance, and the subtracted income tax benefit to determine the estimated monthly house payment. RealtyTrac incorporated a 30-year fixed-rate mortgage with an interest rate of 4.46 percent and a 20 percent down payment into its figures (compared to a 3.35 percent interest rate in 2012).

Some metro regions in California and Michigan had monthly house payments rise up to 50 percent from year-ago levels, according to RealtyTrac.

“Home prices were boosted by cash buyers in 2013, and as the cash buyers move out of the market in 2014, the buyers left are not going to be able to afford the home prices as readily in some of these markets,” says Daren Blomquist, vice president of RealtyTrac.

Still, RealtyTrac notes that it is still cheaper to own than rent in the majority of U.S. housing markets.

How satisfied are home owners who bought a green-certified home? A recent survey finds that the majority love their homes and would even buy another green home in the future.

According the report from GuildQuality, a customer surveying company for residential real estate, 94 percent of home owners who purchased a National Green Building Standard (NGBS) certified green home built within the past three years said they would recommend a green home to a friend, and 92 percent said they’d go green again in their next home purchase. Home owners were most satisfied with their low utility bills, energy efficiency, and better insulation, according to the survey.

The report, which was commissioned by the National Association of Home Builders, also found that 71 percent of respondents believe that green homes are, overall, of higher quality, and 90 percent were satisfied knowing they “did the right thing” in buying a green home.

“Historically, studies have focused on interest in green among buyers in the market or on trends as reported by industry professionals,” said Matt Belcher, Co-Chair of NAHB’s Energy & Green Building Subcommittee and a builder from Wildwood, Mo. “While that’s certainly important information for all those in the industry, it doesn’t always get to the heart of what new buyers want to know, which is: ‘How satisfied are green homeowners with their decision?’ This data provides groundbreaking information that can be of value to the general public as well as the industry.”

Construction on new single-family homes and apartments dropped 16 percent, to a seasonally-adjusted annual rate of 880,000 in January, the Commerce Department reports. This marks the second consecutive monthly drop in housing starts, as frigid winter weather puts a chill on the new-home recovery, according to the National Association of Home Builders.

Single-family housing starts posted a 15.9 percent decline in January, while the often volatile multifamily sector dropped 16.3 percent, according to the Commerce Department.

Housing starts dropped by the largest amount—70 percent—in the Midwest, which has been facing the brunt of the cold zap recently. The West, facing less severe weather conditions, still saw a 17 percent decline in housing starts, the Commerce Department reports. New-home permits for single-family homes – a gauge of future housing activity – fell slightly by 1.3 percent in January.

“Cold weather clearly put a chill on new-home construction last month, and this is also reflected in our latest builder confidence survey,” says Kevin Kelly, NAHB chairman. “Further, builders continue to face other obstacles, including rising materials prices and a lack of buildable lots and labor.”

The report follows on the heels of NAHB’s builder sentiment index that showed industry confidence plunged at its fastest rate in the 30-year history of the index. In the index, severe winter weather conditions were blamed again for changing builders’ outlook on the new-home market from “good” to “poor.”

While 2014 has been off to a chilly start in most parts of the country, the builders’ trade group still expects housing starts to total more than 1.1 million this year, up from 923,000 in 2013.

“Though the decline in starts is largely weather-related, it is worth noting that on the upside housing production for the fourth quarter was above 1 million for the first time since 2008 while single-family permits held relatively steady,” says NAHB Chief Economist David Crowe. “The less weather-sensitive permits data suggests that our forecast for solid growth in single-family housing production in 2014 remains on track, as pent-up housing demand is unleashed.”

The lack of inventory remains a major bottleneck to the housing recovery, notes Lawrence Yun, National Association of REALTORS®’ chief economist, on NAR’s Economists’ Outlook blog.

Existing-home inventory has been at a 13-year low, while new-home inventory sits near a 50-year low, he says. Yun notes that housing starts are far short of what they should be—at least 1.5 million annually, based on historical trends.

Yun says that inventory constraints can be relieved from an increase in new-home construction. But until then, he says home prices will likely be moving higher as a result of the shortage.
