Groundbreaking on new single-family homes posted a 6 percent rise in March, showing a gradual strengthening in the sector — particularly in the Northeast and Midwest — according to new figures by the Commerce Department.

On the other hand, the volatile multifamily market saw starts fall 6.1 percent in March. Overall, housing production, which reflects both multifamily and single-family starts, rose 2.8 percent month-over-month. Starts were down 5.9 percent compared to March 2013, the largest year-over-year decline since April 2011.

Still, “we see improving signs of new-home construction as we move into the spring buying season,” says Kevin Kelly, chairman of the National Association of Home Builders. “The strongest recovery is in the Northeast and Midwest, where builders were hampered by severe winter weather earlier in the year.”

Single-family and multifamily housing starts rose the strongest in the Northeast and Midwest with gains of 30.7 percent and 65.5 percent, respectively. Starts fell in the South by 9.1 percent and by 4.5 percent in the West.

Builders remain cautious about demand, facing continued tight credit conditions for home buyers and erratic job growth, says NAHB Chief Economist David Crowe.

Construction permits, a gauge of future construction, dropped 2.4 percent to 990,000 units in March. Permits rose 33.3 percent in the Northeast and 26 percent in the Midwest, while declining 17.1 percent in the South and remaining unchanged in the West.

Both parties have to come together in a transaction, and real estate professionals sometimes find themselves wedged in the middle of buyer and seller disagreements. Some sellers may accuse the home buyers of being too pushy with their demands.

Bankrate.com recently highlighted several ways that homebuyers have been annoying some sellers recently, including:

  • Disrespectful house visitors: Some buyers may not be respectful when touring a home, letting their child run wild or bounce on the furniture, cranking up the heat and air conditioning, or even using the restroom. Lisa Ramsey, a real estate professional with the The Ramsey Group, says it’s up to the real estate agents to lay down some house rules when the seller isn’t there. “I tell buyers, ‘Let’s just pretend we’re walking into the White House.” She’ll also talk to her buyers “about the trend of sellers putting [microphones and] cameras in the home. … I go into every house assuming there’s a recording device in the house. We’re not going to talk money or strategy in the house.”
  • Submitting a long list of defects: Ron Phipps, principal with Phipps Realty in Warwick, R.I., and a former president of the National Association of REALTORS®, says that buyers are doing themselves a disservice when submitting an offer with a long list of what’s wrong with the house. It makes sellers question why the buyers would want this place. Instead, Phipps recommends a gentler approach: Submit a list of comparables with the offer as well as a personal letter where buyers introduce themselves and explain why they want the house. In the letter, they can mention two or three of the major issues with the house while keeping it neutral and referencing third-party, empirical sources.
  • Too many visits: After buyers have committed to purchase a home, they want to make lots of visits to their future home, bringing the decorators, architects as well and entire family with them, says Mike Lubin, associate broker for Brown Harris Stevens in New York. The sellers may find the constant visits disruptive, however, as they’re busy packing and possibly doing repairs to meet a deadline. Lubin says a possible compromise could be to have the buyer arrange a visit while the inspector is present as well as another visit during the final walkthrough before closing.
  • Renegotiation: Buyers may agree on the price but then repeatedly demand concessions and discounts. The home inspection can be a culprit. For example, buyers may realize the furnace has about five good years left and then make a demand for a new furnace or monetary equivalent. “A realistic buyer knows everything’s not going to be perfect,” says Matt Laricy, managing partner with Americorp Real Estate in Chicago. But signed contracts don’t often stop a buyer from trying to renegotiate, Laricy adds. Buyers may say the market has changed or that they’ve overpaid or they may even suffer from buyer’s remorse, he says. “It’s extremely awkward,” Lubin says. “It’s violating the terms of the contract, and it’s insulting.”

The housing market is stronger today than at any point since the Great Recession and has made progress in several key areas after hitting bottom in 2009, Freddie Mac reports in a blog post looking at the state of the housing market heading into spring.

Home sales are up 13 percent since their low point, Freddie Mac reports. Frank Notaft, Freddie Mac’s chief economist, predicts that home sales will rise about 3 percent in 2014.

Also, the agency reports that housing starts are up 50 percent since hitting bottom. Freddie Mac is predicting a nearly 20 percent increase in new-housing starts in 2014, “which will begin to help ease tight inventories in many markets.”

Housing prices have also been on the upswing, about 16 percent higher than their bottom in 2009, Freddie Mac reports. They expect home values to continue to rise this year, but at a more moderate 5 percent pace. Also, researchers say many markets are still posting housing values that are below their 2006 peaks.

Freddie Mac is forecasting mortgage rates to remain near their historic lows this year, but rates are expected to rise about a half-percentage point during the year to around a 5 percent average by the end of the year.

Foreclosure activity rose last month by 4 percent, but it remains at the lowest level since 2007, RealtyTrac reports in its latest U.S. Foreclosure Market Report.

Last month’s increase was mostly attributed to a 7 percent month-over-month rise in foreclosure starts and a 6 percent rise in scheduled foreclosure auctions. Banks are increasingly turning more of their attention to properties that have been sitting in foreclosure limbo.

“Banks will now be able to devote more resources to dealing with the lingering inventory of nearly half a million already foreclosed homes that still need to be sold,” says Daren Blomquist, RealtyTrac’s vice president. “Our estimates indicate only 10 percent of these bank-owned properties are listed for sale, and more than half are still occupied by the former home owner or tenant.”

Metros with the highest percentage of occupied REOs include Nashville, Tenn.; Richmond, Va.; New York; Houston; and San Jose, Calif., according to RealtyTrac.

“Now that the foreclosure deluge has dried up, banks are turning their attention back to properties that have been sitting in foreclosure limbo for some time,” says Blomquist. “This is most evident in judicial foreclosure states that were more likely to have impediments in the foreclosure process, but there are also signs of this catch-up trend happening in some non-judicial states.”

Blomquist notes that California is seeing an increasing number of judicial foreclosure filings and foreclosure starts in the first quarter of this year (the state’s first double-digit percentage increase since the fourth quarter of 2009).

Foreclosure starts in the first quarter rose from year-ago levels in 19 states. The states that saw foreclosure starts rise by the most are New Jersey (up 83%); Maryland (up 43%); Indiana (up 38%); Delaware (up 24%); Connecticut (up 13%); and California (up 10%).

Twenty-nine states also posted annual increases in scheduled foreclosure auctions in March, including Utah (up 226%); Oregon (up 177%); Connecticut (up 131%); New Jersey (up 79%); and Delaware (up 49%), RealtyTrac reports.

The housing recovery is strengthening across the country, but the Obama administration cautions that the economy is still healing from the recession and the recovery is fragile, according to the administration’s March Housing Scorecard.

The report highlights several of the latest housing indicators, including reports showing that home prices remain stable and foreclosures are continuing to fall. Indeed, foreclosure starts are at their lowest level since the end of 2005, according to RealtyTrac. Repossessions by lenders are down 33 percent from year-ago levels.

“While there is good news in the March Scorecard, it’s clear the housing market is still in the recovery phase of the cycle,” says Kurt Usowski, HUD deputy assistant secretary for economic affairs. “The good news is that home owners’ equity is now over $10 trillion, foreclosure starts are at their lowest levels since 2005, and house prices remain stable, but the recovery is stronger in some markets than in others. Overall, with home sales slowing, too many home owners still underwater, and mortgage delinquency rates remaining high compared to historic norms, we must sustain our efforts to encourage continuing recovery in the housing market and help responsible home owners.”

The scorecard each month highlights the administration’s progress in its housing programs. The Making Home Affordable program has helped more than 1.3 million home owners receive permanent loan modifications through the Home Affordable Modification Program (HAMP) and avoid foreclosure, according to the report. The Federal Housing Administration also has offered more than 2.2 million loss mitigation and early delinquency interventions through February, according to the report. Coupled with additional efforts, the administration notes that more than 8.2 million mortgage modifications and other forms of mortgage assistance arrangements have been completed between April 2009 and February 2014.
