Houston boasted the most housing starts in the nation last year, and one-third of those starts were in master planned communities (MPC), a growing sector for the homebuilding industry.

In the U.S., the top 50 master planned communities captured 5.4 percent of new-home sales in 2013 – a 12 percent increase over 2012, according to John Burns Real Estate Consulting. One-third of the top 50 master planned communities are in Texas alone.

With MPCs, builders carefully plan out the residential development, often with a mix of housing types, recreational amenities, retail, and employment centers.

MPCs have been growing in demand nationwide. Among the top 20 MCPs, the average pricing of homes in these developments has increased 16 percent over the past year, and by more than 24 percent in the past two years, according to Metrostudy.

“Historically, we’ve found that during a recession, home values in master planned communities have held up better because of thoughtful planning that includes mixed-use development with jobs, retail, and professional services,” says David Jarvis, Metrostudy’s regional director in the Houston market.

Builders with Johnson Development, which has opened up some of the nation’s best-selling MCPs in the past year, say that the MCPs nowadays are different from two decades ago. They’ve moved beyond just family-oriented housing to accommodate broader demographic needs.

“Family units are changing, so you want a broad array of housing types and price points in one community,” says W. Douglas Goff, COO of Johnson Development. “We call this vertical integration, with family housing on various lot sizes to town homes and zero-lot-line patio homes that young professionals, single parents, and move-down empty-nesters are interested in because they’re low maintenance.”

The 30-year fixed-rate mortgage averaged 4.21 percent this week, the lowest since November 2013, Freddie Mac reports in its weekly mortgage market survey.

“Mortgage rates continued moving down following the decline in 10-year Treasury yields after a dismal report on real GDP growth in the first quarter,” says Frank Nothaft, Freddie Mac’s chief economist.

Freddie Mac reports the following national averages for mortgage rates for the week ending May 8:

  • 30-year fixed-rate mortgages: averaged 4.21 percent, with an average 0.6 point, dropping from last week’s 4.29 percent average. Last year at this time, 30-year rates averaged 3.42 percent.
  • 15-year fixed-rate mortgages: averaged 3.32 percent, with an average 0.6 point, dropping from last week’s 3.38 percent average. A year ago, 15-year rates averaged 2.61 percent.
  • 5-year hybrid adjustable-rate mortgages: averaged 3.05 percent, with an average 0.5 point, holding the same as last week. Last year at this time, 5-year ARMs averaged 2.58 percent.
  • 1-year ARMs: averaged 2.43 percent, with an average 0.4, dropping from last week’s 2.45 percent. A year ago, 1-year ARMs averaged 2.53 percent.

The mortgage delinquency rate nationwide stood at 3.61 percent at the end of the first quarter of 2014, down more than 24 percent compared to the same time a year ago, according to the latest mortgage report from TransUnion. That marked the ninth consecutive quarter that the delinquency rate declined.

The mortgage delinquency rate now stands at the same level as it was in the second quarter of 2008.

“It’s encouraging to see mortgage delinquencies drop once again, especially during a period when mortgage origination’s slowed considerably,” says Steve Chaouki, head of financial services for TransUnion. “This trend in improved performance is driven in part by lenders working their way through the foreclosure backlog, along with continued conservatism in underwriting new mortgages.”

All 50 states as well as the District of Columbia posted drops in the mortgage delinquency rate over the past year. The largest percentage declines in mortgage delinquency rates occurred in some of the states that were worst-hit during the mortgage crisis: Arizona (down 37.8 percent in the past year); California (down 36.9 percent), and Nevada (down 34 percent).

Five years ago, both Arizona and California had delinquency rates that were nearly double the national average. Now, the states are posting rates at 2.81 percent and 2.80 percent, respectively — lower than the national average of 3.61 percent, according to TransUnion.

Forty-one percent of Americans say they prefer a new home compared to 21 percent who say they prefer an existing home, according to a new survey of more than 2,000 adults conducted by Harris Poll on behalf of Trulia. The cost and availability of new homes are big barriers for those who say they want new, the survey finds.

In general, new homes are typically listed for 20 percent more than existing homes with similar features and in the same neighborhood. Of those surveyed who say they prefer new, only 46 percent said they would be willing to pay at least 20 percent more for a new home.

The survey found that the top reasons people prefer new homes are to have modern features, be able to customize the home before construction is completed, and to spend less on maintenance and repairs. Fifty-nine percent of Americans surveyed identified the modern features they most want as bigger closets, a kitchen island, open floor plan, walls pre-wired for flat screen TVs, and radiant floor heating.

For those who prefer existing homes, they tend to prefer traditional features in a home and being able to live in more established neighborhoods.

Home building remains sluggish in most of the country, and buyers are facing limited choices. However, new single-family home construction is most highly concentrated in Texas and South and North Carolina (when adjusting for market size). The top five housing markets with the most single-family construction are: Raleigh, N.C.; Houston; Charleston, S.C.; Austin, Texas; and Charlotte, N.C.-S.C.

Affluent buyers are feeling bullish about housing, as luxury home sales skyrocket, Bloomberg reports. Million-dollar homes in the U.S. are selling at double their historical average, according to data released by the National Association of REALTORS®.

Sales of homes that cost $1 million or more increased 7.8 percent in March compared to a year earlier. Meanwhile, sales of homes that cost $250,000 or less — which represent about two-thirds of the housing market — dropped 12 percent in March year-over-year.

“The real estate market is the ultimate reflection of confidence, wealth, and income,” says Sam Khater, deputy chief economist at CoreLogic.

Transactions for homes costing $2 million or more soared 33 percent in January and February compared to a year earlier, according to an analysis by DataQuick of 25 of the top U.S. metro areas. The transactions were the highest for a two-month period since DataQuick began its tracking in 1988.

“The luxury markets are on fire,” Christie’s International CEO Bonnie Stone Sellers told Bloomberg. “The trends in luxury housing are similar to trends in other luxury goods. Whether you’re buying a third home in Manhattan as a pied-a-terre or another Picasso, these are acquisitions of passion, of lifestyle, and of experience.”

There have been some blockbuster sales recently. The latest to grab headlines was the $147 million sale of an East Hampton’s property, which now carries the title as the priciest home sale ever in the U.S. This came two weeks after the sale of a single-family home in Greenwich, Conn., known as Copper Beech Farm shattered home records at the time at $120 million.

“The stock market is very strong, and this is a way to monetize and concretize some gains,” says Gary Wasserman, CEO of Allied Metals Corp., who is looking to boost his personal real estate portfolio. “We had quite a shock to our collective confidence in 2008 and 2009. The resurgence of the economy has underscored for us that this country remains a very strong place, and that the future remains strong.”

Young Americans are putting off home buying at unprecedented levels. The home ownership rate for the Millennial generation age group has fallen to its lowest level since the U.S. Census Bureau started tracking home ownership by age in 1982.

The home ownership rate in the first quarter of 2014 for Americans 35 and under fell to 36.2 percent, dropping from 36.8 percent in 2013. Broken down even further, Americans in the 25-29 age group had the biggest decline in home ownership rates at 33.3 percent, followed by 47.5 percent for the 30-34 age group.

Granted, home ownership for all age groups has fallen to 64.8 percent, the lowest level since 1995. But Dean Baker, co-director of the Center for Economic and Policy Research in Washington, D.C., says that high student loan debt and sluggish unemployment are added elements that are keeping many young Americans on the sidelines.

“The labor market for younger people remains pretty bad. Obviously you’re worse off without a college degree, but for people with college degrees, if they have a regular job, often it’s not paying very well and often they are jobs that pay just as well for people who have just a high school degree,” Baker says. “They also have a lot of debt. So it’s not surprising that people in their late 20s or early 30s are less likely to buy a home than what might have been the case 20 or 30 years ago.”

The unemployment rate for those ages 20-24 is 12.4 percent, according to March data from the Bureau of the Labor Statistics. The unemployment rate for Americans 25-34 years old is 7 percent, compared to the national average unemployment rate of 6.7 percent.

“Those stories you hear about people in their 20s or early 30s living with mom and dad, those aren’t just stories, and if people don’t move out, they’re not going to buy a house again because we’re still in the aftereffects of the worst financial crisis in 75 years,” said David Wessel, senior fellow of economic studies at the Brookings Institution in Washington, D.C.
