Foreclosures are falling, but not everywhere. Some economists are forecasting that lenders are gearing up for a “spring cleaning of deferred distress” in the first half of 2015 in some local markets.

“While the national level of foreclosures may normalize in the next two years, there will always be the potential for some pockets of distress in the mortgage market,” says Molly Boesel, senior economist at CoreLogic.

Foreclosures sold for an average of 17 percent below market value in November – compared to 15 percent in October. Short sales were discounted by 13 percent, according to the latest existing-home sales report from the National Association of REALTORS®.

According to CoreLogic, the following states registered the highest number of completed foreclosures for the 12 months ending in November 2014:

  • Florida:  118,000
  • Michigan: 50,000
  • Texas: 36,000
  • California: 29,000
  • Ohio: 29,000

These five states alone accounted for nearly half of all completed foreclosures nationally.

Meanwhile, the states with the highest foreclosure inventory (as percentage of all mortgaged homes) are:

  • New Jersey: 5.3%
  • New York: 4.1%
  • Florida: 3.9%
  • Hawaii: 2.8%
  • District of Columbia: 2.4%

On the flip side, several markets are seeing foreclosures quickly vanish from their housing market. These five areas registered the lowest number of foreclosures for the 12 months ending in November 2014:

  • South Dakota: 54
  • District of Columbia: 62
  • North Dakota: 298
  • West Virginia: 534
  • Wyoming: 573

The overall number of homes lost to foreclosures in the U.S is around 5.5 million since the financial crisis began in September 2008, according to CoreLogic’s latest report.

Now that the 2015 International Builders’ Show has partnered with the Kitchen & Bath Industry Show, there are plenty of examples of beautiful cooking spaces, indoors and out. But what about the numbers? The results of a new survey released at the show attempt to define what consumers want when it comes to outdoor kitchens.

Dave Brown, a partner with Chicago-based ad firm HY Connect, surveyed consumers who have or would like to have outdoor kitchens in their homes. The study, which surveyed households making $150,000 or more in household income across the United States, was conducted in December 2014. He discussed the results of the survey at the first day of IBS/KBIS in Las Vegas on Tuesday.

A Growing Market
While only 4 percent of affluent households have outdoor kitchens today, 13.6 percent say they are planning on adding one in 2014. Brown says that the largest age group who don’t have these amenities but are hoping to incorporate them in their living space is between the ages of 45 and 54. He also adds that those who are interested in this particular amenity are more likely to have children in the home, noting, “These are active households. They’re doing stuff.”

The Difference Between Indoor and Outdoor
The needs and wants associated with an indoor kitchen don’t necessarily translate to that of an outdoor cooking space. “Outdoors is all about socializing… it is all about having fun and a great experience,” Brown says, noting that adequate seating space is one place where home owners tend to underestimate. Also, he adds that “storage in the indoor kitchen is huge [but] in terms of the outdoors, food prep becomes more important.”

Unexpected Features Top Favorites Lists
It may not seem that surprising that survey respondents consistently rated the outdoor kitchen their favorite room in the whole house. However, their favorite features weren’t the traditional items seen in most outdoor entertainment areas. The No. 1 item that current owners of outdoor kitchen regretted leaving out was a pizza oven. “What’s loved the most is what’s unique. Fountains, fireplaces, pools,” Brown says. He adds that his backyard pizza oven serves as a gathering place for guests to participate in the food prep process. “It’s what I call ‘kitchen karaoke.’”

Integration Is Key
Brown says that many home owners start small with the intention of adding on features later. But he notes that the most successful, best-loved outdoor kitchens tend to occur when the design process is holistic: “It feels like an entire outdoor room where I can have an event and not just a bunch of stuff stuck outside.”

The housing market is only about three-quarters of the way back to what is considered “normal,” when factoring in new-home construction, existing-home sales, prices, mortgage delinquencies, and the Millennial employment rate, according to a newly released report by Trulia.

Two particular areas holding back the return to normalcy are employment among the Millennial generation and the delinquency rate, according to the report.

Existing-home sales and prices appear to be mostly driving the overall recovery, and more gains are expected in 2015. The National Association of REALTORS® reported that existing-home sales were up 2.1 percent in November compared to a year prior. Pending home sales — a forward-looking indicator based on contract signings — were up 4.1 percent year-over-year, the highest annual gain since August 2013, NAR recently reported.

“With rents now rising at a seven-year high, historically low rates and moderating price growth are likely to entice more buyers to enter the market in the upcoming months,” Lawrence Yun, NAR’s chief economist, said in a statement.

On the other hand, the weakest area of recovery in the housing market seems to be centered in employment among 25- to 34-year olds. Young professionals’ employment is only 46 percent back to normal levels, although there have been some notably recent gains on that front lately. Employment of young adults reached 76.4 percent in December, up from 75.5 percent a year ago. That’s the highest its been in six years, according to the Bureau of Labor Statistics.

Loan delinquencies are another thorn in housing’s side. More than 1 million properties had foreclosure filings in 2014, according to RealtyTrac data. While that marks the lowest level since 2006, the foreclosure rate has not returned to normal quite yet. Foreclure starts soared to a 17-month high in December as lenders worked to clean out a backlog of delinquent mortgages. This will postpone the return to more normal foreclosure levels for about two more years, according to CoreLogic economists. That said, the pool of distressed loans does not appear to be increasing. The high number of loan delinquencies in many areas can be attributed to significant delays in the foreclosure process.

“The housing market is so desperate for lower-priced homes right now that as these properties are repossessed and put up for sale, they should be swept up by buyers relatively quickly,” CNBC reports.

A housing index that measures activity in the remodeling market reached a record-high in the final quarter of 2014, showing that home owners are once again sprucing up their homes following a large slowdown in remodeling activity in the years following the Great Recession.

The National Association of Home Builders’ Remodeling Market Index rose to 60 in the fourth quarter of 2014. Any reading above 50 indicates more remodelers are reporting higher market activity than those who say they are experiencing less activity.

“The recent pace and volume of business has been a boon to our remodeler members’ confidence in the recovery of the housing market,” says NAHB Remodelers Chair Paul Sullivan. “The upward trajectory of the RMI results over the past year has shown that home owners are ready, willing, and deciding to remodel.”

All of the subcomponents measured within the index posted increases, including large additions, small remodels, and maintenance and repair.

“Even with some weakness in existing homes sales and house prices earlier in the year, remodelers are upbeat as 2014 closes,” says NAHB Chief Economist David Crowe. “The consistent improvement in RMI results throughout 2014 are a sign of the gradual recovery of the remodeling market.”

Borrowing costs got even cheaper for home buyers and refinancers this week, as mortgage rates continued to descend.

The 30-year fixed-rate mortgage averaged 3.66 percent this week, the lowest weekly average since May 23, 2013, Freddie Mac reports in its weekly mortgage market survey. What’s more, the 15-year fixed-rate mortgage dropped below 3 percent, also for the first time since May 2013.

“Mortgage rates fell for the third consecutive week as oil prices plummeted and long term treasury yields continued to drop despite a strong employment report,” says Frank Nothaft, Freddie Mac’s chief economist. The unemployment rate has fallen to 5.6 percent, the lowest since June 2008.

This marked the third consecutive week that mortgage rates lowered as bond yield continued to drop despite a strong employment report, Freddie Mac reports.

Freddie Mac reports the following national averages with mortgage rates for the week ending Jan. 15:

  • 30-year fixed-rate mortgages: averaged 3.66 percent, with an average 0.6 point, dropping from last week’s 3.73 percent average. A year ago at this time, 30-year rates averaged 4.41 percent.
  • 15-year fixed-rate mortgages: averaged 2.98 percent, with an average 0.5 point, dropping from last week’s 3.05 percent average. Last year at this time, 15-year rates averaged 3.45 percent.
  • 5-year hybrid adjustable-rate mortgages: averaged 2.90 percent, with an average 0.4 point, dropping from last week’s 2.98 percent average. A year ago, the 5-year ARM averaged 3.10 percent.
  • 1-year ARMs: averaged 2.37 percent, with an average 0.4 point, dropping from last week’s 2.39 percent average. Last year at this time, 1-year ARMs averaged 2.56 percent.

The Federal Housing Finance Agency has directed Fannie Mae and Freddie Mac to explore “alternate” credit-score models and the credit history of the loans they back. The move is part of several efforts by FHFA to ease tight mortgage standards and help more potential buyers qualify for financing.

FHFA Director Mel Watt has said expanding credit access is an important goal in 2015, but it needs to be balanced against the risk of loan losses. FHFA is the regulator of Fannie Mae and Freddie Mac; the two companies, which were brought under government conservatorship in 2008, purchase more than half of the new mortgages in the U.S. and then package them into securities.

Qualifying for financing has been a big hurdle that has sidelined many potential buyers from the housing market in recent years. REALTORS® continue to cite their clients’ financing struggles in qualifying for a mortgage as one of the top causes of derailing transactions, according to the latest REALTOR® Confidence Index, reflecting responses of more than 1,800 REALTORS® about their transactions in November.

To open the credit box, FHFA also is urging Fannie and Freddie to increase counseling services for buyers who are trying to qualify for a mortgage or who are in early delinquency on their loan. Housing counseling can help entry-level borrowers break into the housing market, FHFA says. The regulator also urged the mortgage giants to increase their purchases of loans backed by manufactured housing.

Such goals will help “build a strong, vibrant national housing finance market, which will create new home ownership and rental opportunities for existing and potential borrowers,” Watt said in a statement.

At the end of 2014, FHFA made moves to expand credit availability, including offering loans through Fannie and Freddie that require down payments as low as 3 percent. FHFA also has ordered the GSEs to begin paying into the affordable housing fund, allocating millions of dollars a year to allow states and other government agencies to build low-income rental housing or rehab existing housing in an effort to increase affordability.
